Board of Directors
Health authority boards are accountable to the Minister of Health and are responsible for the mandate, resources and performance of the health authority. Members must represent the region as a whole, not any particular community or interests. The Board of Directors ensures that the organization complies with applicable legislation, regulations, provincial policies and ministerial directives. Boards have a strategic role in setting direction for the health authority and a fiduciary role in policy formulation, decision-making and oversight. A Chief Executive Officer is hired by the Board of Directors and delegated the authority to manage the business and affairs of the health authority.

Board meetings are open to the public (except in camera portions). Members of the public wishing to attend should pre-register by email [email protected] or phone 204-687-3010. Board meetings are held either in person or in a virtual platform via Microsoft Teams.
2026 Board of Directors Membership:
Acting Board Chair – Kelsey Horrocks (Bakers Narrows) (Ind)
Kelsey is an Internal Chartered Professional Accountant (CPA) serving the Nisichawayasihk Cree Nation. Previously, she was a Manager of Standards and Certification for the First Nations Financial Management Board and gained valuable experience in public practice as a CPA with Kendall & Pandya, Chartered Professional Accountants. Ms. Horrocks is actively involved in her community as the Finance Chair and Board Member for the North of 53 Consumers Coop. She has a Bachelor of Arts in Accounting and Economics from Brandon University, a Certificate in Human Resources from Assiniboine Community College, and completed her CPA designation through the CPA Western School of Business.
Jacqueline Fitzpatrick (Thompson) (Ind)
Jacqueline is the Dean of Students at the University College of the North. She previously was Vice-President for the Manitoba Government and General Employee’s Union, as well as Director of Student Life, Strategic Planning Facilitator, and Consultant at UCN. Ms. Fitzpatrick has served on several committees at the UCN, Manitoba Post-Secondary Student Support Administrators Network, Vale Community Liaison Committee, and Nikanihk Itapowin (Future Trust) Trustee with Fox Lake First Nation. Ms. Fitzpatrick earned her Master of Education in Workplace and Adult Learning from the University of Calgary and Bachelor of Social Work from the University of Manitoba.
Dayna Zaharia (The Pas) (Ind)
Dayna is a Barrister and Solicitor for Zaharia Law Office. She volunteers with the local Manitoba Metis Federation. Previously, she served The Pas Golden Agers Club and the Winnipeg Harvest Voluntary Tax Filing Program. Ms. Zaharia has a Juris Doctor from the University of Manitoba, a Business Administration Diploma from Red River College Polytechnic.
Brandee Albert (Norway House) (Ind)
Brandee is the Jordan’s Principle Wellness Coordinator for the Frontier School Division. Ms. Albert’s previous employment includes promoting, supporting and contributing to community and youth development in various capacities throughout Northern Manitoba. Her volunteerism includes serving on the Executive Committee for 2018 Manitoba Winter Games Host Society, Board of Directors of Thompson Neighborhood Renewal Corporation, Boys and Girls Club Board of Directors and Youth Suicide Prevention Advisory Committee. Ms. Albert completed her studies with a Master of Social Work at the University of Toronto and a Bachelor of Social Work at the University of Manitoba.
Warren Luky (Thompson)
Warren is an Operations Employee with Vale and serves as the President of United Steelworkers Local 6166. His work with the union includes a variety of tasks includes various roles, such as serving on the National Family Education Fund Advisory Committee and as a District 3 instructor. Additional, Mr. Warren is a volunteer Firefighter, President of the Paint Lake Provincial Park Cottagers Association, and a member of the United Steelworkers’ National Family Education Fund Executive. He received the Queens Platinum Jubilee Award and has completed Masonry training at Red River College Polytechnic.
Sylvia Zamzow (Snow Lake)
Sylvia is retired after spending over four decades working as a nurse. During her career Ms. Zamzow worked at federal nursing stations, served as a Community Health Nurse for communities in the Norman region, and a Nurse Manager for Snow Lake before her retirement. She continues to advocate for quality healthcare within the Snow Lake community. Ms. Zamzow has a Bachelor of General Studies in Psychology from Brandon University and a Nursing degree from St. Claire’s School of Nursing, Newfoundland and Labrador.
Bruce Filder (Creighton)
Bruce is the Mayor of the Town of Creighton in Saskatchewan. He is a member of the Tri-Council Regional Economic Development Committee and a East Sector Representative for and executive chairperson for the New North Executive and chairperson for the Community Future Vision North for Saskatchewan.
Kathy Valentino (Thompson)
Kathy has experience in leadership with being a city councilor for 10 years and a deputy mayor for 5 years for the City of Thompson. Ms. Valentino has been involved with multiple organizations including currently President of the Association of Manitoba Municipalities, 3rd Vice President for the Federation of Canadian Municipalities, a member of the Manitoba Mining/Mineral Development Fund Advisory Board, a former member of the Manitoba Task Force of Poverty and Education and Board of director for the Northern Regional Health Authority.
Anne Kenny Thompson (Lynn Lake)
Anne has over 25 years of experience with the Province of Manitoba Wildfire Services and has served as a council member for the Town of Lynn Lake since 2021. She previously sat on the Burntwood Hospital Board/Northern Regional Health Authority from 2011 to 2021 including Chair of the NRHA Governance Committee. Anne continues to support health services and community development.
Chris Reddy (Thompson)
Chris is a retired senior leader from the University College of the North, where he spent over 20 years. With experience on both union and management sides of collective bargaining, he offers strong organizational and governance insight. He holds an MBA from the University of Manitoba and degrees from the University of Winnipeg and Brandon University. A longtime Thompson resident, Chris has worked extensively across the north and helped establish UCN’s Institutional Research Department. He has served on several provincial and local boards and currently sits on the UCN Governing Council, Thompson Co‑op Board, and Thompson Community Development Corporation Board.
